Biography of Chief Stephen Forner #511

Chief Stephen Forner was raised on a farm in St. Joseph, MN and graduated from Sartell High School.  He then served in the US Navy and was trained as an Aircraft Maintenance Specialist.  After the Navy, Chief Forner was hired as a herdsman for the University of Minnesota’s College of Veterinary Medicine.  While working at the University, Chief Forner began taking classes in law enforcement and became a police reserve with the City of Blaine.

Being a police reserve encouraged Chief Forner to continue taking classes in law enforcement and earn an associate of arts degree from the North Hennepin/Anoka-Ramsey Community College.  After attending skills and obtaining POST certification, he was hired by the City of St. Stephens in 1979 and worked through the Stearns Co. Sheriff’s Office.  In 1983, Chief Forner was hired by the newly organized North Branch Police Department as a police officer.  While employed as an officer for North Branch, he was also a member of North Branch Rescue and worked part-time for the Chisago Co. Sheriff’s Office both as a deputy and a jailer.

As the City of North Branch grew in size and population, so did Chief Forner’s responsibilities.  During his service as an officer, he was promoted to Sergeant and in 1997 was promoted to Lieutenant.  Continuing his training, he received a Certificate of Police Management from the Bureau of Criminal Apprehension.  In July of 2006, Forner was promoted to Interim Police Chief by the North Branch City Council and in January of 2007 he received the Council’s endorsement and became the City’s Chief of Police.

Biography of Lieutenant Dan Meyer #512

With a bachelor’s degree in law enforcement from Metropolitan State University, Lt. Daniel Meyer began his career when he was hired as a North Branch Police Officer in January of 1999.  Lt. Meyer became the department’s Use of Force Instructor and training coordinator in 2001, and became certified as a firearm’s instructor in 2003, a taser instructor in 2004, and a field training officer in 2006.

After his promotion to lieutenant in March of 2007, Lt. Meyer continues to coordinate the department’s training program and still instructs officers in use of force, tasers, and firearms.  Among other duties, Lt. Meyer assists the police chief with the overall management of the police department including supervising investigation and patrol staff, providing information to the public, coordinating staff community events, purchasing vehicles and equipment, and overseeing equipment and vehicle repairs.

Biography of Sergeant Rick Sapp #513

Sgt. Rick Sapp is from North St Paul, Minnesota. He has been a police officer since 1994 serving first for the Minnesota State Fair followed by both Chisago and Rush City Police Departments.  His final move was to North Branch in 1999.  Promoted to Sergeant in 2006, Sgt Sapp is responsible for the day to day supervision of all patrol officers, as well as North Branch’s Field Training Program (FTO).  He also performs duties as a back ground investigator and is a Clandestine Lab Technician. In his off time, Sgt Sapp likes to spend time with his wife and three kids.
